Participants in the acceptance meeting were: Zhejiang Biyang Environmental Engineering Technology Co., Ltd. (Environmental Assessment Unit), Zhejiang Fenghe Testing Technology Co., Ltd. (Preparation Unit for Acceptance Monitoring and Acceptance Report), Ningbo Jianghaiqing Environmental Protection Engineering Co., Ltd. (Wastewater Design Unit), Wuyi Hengchao Environmental Technology Co., Ltd. The pre-conference acceptance group inspected the construction and operation of the environmental protection facilities of the project on the site. I. Basic situation of project construction
(I) Construction site, scale and main construction content
The project is located in Wangshantou Industrial Zone, Quanxi Town, Wuyi County. The nature of the project is technical transformation. The main construction content is a technical transformation project with an annual output of 5 million stainless steel insulation cup production lines.
(II) Construction process and environmental protection approval
In 2015, the company commissioned the Jinhua Environmental Science Research Institute to prepare the “Environmental Impact Report Form for Wuyi County Pengfei Electric Co., Ltd. with an annual output of 3 million stainless steel insulation cups, 1 million glass cup production lines and 5 # plant construction projects”. On June 5th, 2015, a reply was obtained from Wuyi County Environmental Protection Bureau (Wuhuanjian [2015] No. 118).
For the sake of development, the current company invests 5.4 million yuan, using existing production plants and purchasing equipment. The actual total investment of the project is 5.4 million yuan, and the environmental protection investment is 650,000 yuan, accounting for 12.0% of the total investment.
(IV) Acceptance scope
This acceptance is the overall acceptance of the technical transformation project of an annual production of 5 million stainless steel insulation cup production lines, the implementation of environmental protection equipment (measures) of the acceptance project, the discharge of pollutants and the control of the total amount.
Project changes
In terms of production technology: basically consistent with the environmental impact assessment.
In terms of production equipment: basically the same as the environmental impact assessment.
In terms of raw and auxiliary materials, it is basically consistent with the EIA.

Implementation of environmental protection facilities
(I) Wastewater
The wastewater generated by the project is mainly cleaning wastewater, dewatering mist curtain water and domestic sewage.
The paint-removing effluent of the project will be discharged from the slag periodically and washed with wastewater through the sewage treatment facility in the plant and discharged through the sedimentation tank after adding flocculation and sedimentation treatment. The exhaust gas emitted by the project is mainly polishing dust, sandblasting dust, paint spraying exhaust gas, and hot air furnace combustion flue gas.
The polishing dust of the project will be discharged to a 20m high exhaust pipe after being treated by a secondary water impact type dust removal device; the exhaust gas of the paint will be discharged to a 20m high exhaust pipe after being sprayed with water spray + dehydrator + photocatalytic + activated carbon adsorption. Unorganized exhaust gas: On the monitoring day, the highest concentrations of particulate matter, non-methane total hydrocarbons, toluene, and xylene in the unorganized exhaust gas from the company's plant boundary meet the Table 2 of the “Integrated Emission Standard for Air Pollutants” (GB 16297-1996) Concentration limit.
3. Factory boundary noise
On the monitoring day, the daytime noise around the boundary of the enterprise's plant all meets the Class 3 standards of the "Environmental Noise Emission Standard for the Industrial Plant's Boundary" (GB 12348-2008).
4. Solid waste
The general solid waste of the project is mainly waste scraps, scraps from metal material processing, dust collection and collection for polishing waste gas treatment, and takeaway; waste packaging barrels (ink barrels, paint barrels), waste printing plates, and paint curtain slag generated by water curtain adsorption of paint mist. 5. Total emissions
According to the calculation during the acceptance period, the total emissions of the main pollutants of the project are: CODcr: 0.200t / a, NH3-N: 0.02t / a, SO2: 0.00097t / a, NOx: 0.014t / a, VOCs: 0.239t / a , Smoke (dust): 0.546t / a. It meets the requirements on the total amount control target in the EIA approval.
V. Environmental Impact of Project Construction
According to the acceptance monitoring report, during the trial production of the construction unit, the environmental protection facilities for waste water and exhaust gas were operating normally, and the pollutant emissions could reach the relevant standard limits, and the impact on the surrounding environment was basically consistent with the EIA prediction.
Six, acceptance conclusion
Wuyi Pengfei Electric Appliance Co., Ltd. has completed the construction of a 5 million stainless steel insulation cup production line. The technical transformation project has been completed, the construction process is complete, the environmental protection "three simultaneous" requirements have been implemented, the acceptance data are basically complete, and the environmental protection measures have been in accordance with the environmental impact assessment. The main pollutant indicators met the requirements of corresponding pollutant emission standards, and the total amount met the requirements of environmental impact assessment and approval.
